Our purpose

Northland Inc Ltd is the Northland region’s economic development agency, a Council Controlled Organisation (CCO) of the Northland Regional Council and a limited liability company. Formalised in July 2012 Northland Inc has brought back together Destination Northland, the Regional Tourism Organisation (RTO) and Enterprise Northland Trust, the regional Economic Development Agency (EDA).

Northland Inc Ltd is funded by an operational contribution from the Northland Regional Council (NRC) and is project funded through other public and private agencies, with central government being the next largest contributor. The organisation has a governance board of four professional directors each appointed for a two year term by the NRC and operational activity is led by a Chief Executive Officer. What is the vision for Northland’s future? 

  • A region with vibrant rural and urban communities that is widely recognised as a desirable place to do business, invest, live, play, study, visit, work….
  • A harmonious social and natural environment that is based on sustainable development and diversity, recognising the contribution of Maori as tangata whenua.

What is Northland’s aspirational regional economic development goal?

 “Over the next 10 years, grow our economy by 40%.”

What does this then mean?

  • An above normal New Zealand rate of growth.
  • An extra $2 Billion on our present GDP.
  • We have to increase our direct workforce by 10,000 jobs in 10 years but as a result this leverages a further 15,000 people into employment.
  • Developing on average 20 new jobs per week over the next 10 years.
  • The increased work force will be a mix of higher paid, adding value roles and lower paid, service sector jobs.

What is the Northland Inc approach?

Northland Inc’s economic development focus is to be on: enabling existing business to become more resilient; enabling small to medium enterprises to build capacity; and working in partnership with business cluster/sector groups to undertake projects beyond that of individual business capability.

Northland Inc as an organisation does not create jobs - it is there however to help build the conditions for business and other community organisations to thrive and grow so that they may then create the sustainable jobs. 

Northland Inc’s role is one of facilitation and supportive leadership: 

  • Facilitating collaboration with synergetic and complementary companies and development organisations.
  • Encouraging and assisting cluster groups.
  • Ensuring there is a common purpose within sector groups.  
  • Accessing funding for projects and preparing investment propositions.
  • Signposting business to other entities (regionally and nationally) that provide other and or complementary economic development advancing products and services.
  • Acting as the Government interface on regional economic development matters.
  • Facilitating capability, education and trade training opportunities.
  • Acting and being respected as a confident repository of business focussed information.
  • Ensuring that success stories are openly celebrated.
  • Project management as requested by our parent the Northland Regional Council.

What is the Northland Inc delivery mechanism?

  • Sector development with the focus on growth in sector performance and profitability thus increasing GDP and employment.
  • Enterprise support with the aim of increasing the capability and resilience of local business and assisting innovation at a business level.
  • Investment analysis and organisational support that assists the other two components - providing a resource for the development and assessment of applications to the Northland Regional Council’s Growth & Investment Fund and other project funding applications and communicating effectively the regional development messages.

Experienced businessman and Northland Port Corporation chairman appointed to spearhead a new direction for the region’s newly-integrated economic development and tourism body.

  • 30 years management experience in both the public and private sectors in New Zealand, the United Kingdom, Europe and the United States.
  • Owned a number of companies in New Zealand and the United Kingdom, in the service and manufacturing sectors and has also been CEO of the Welsh Investment Bank Finance Wales.
  • Holding company, Welcon Investments Ltd invests in New Zealand businesses and also provides consultancy to public organisations on economic development and business strategy and he’s also a Director of NZ Food Innovation Auckland Ltd.

DAVID CASELLI

Director

  • Experienced in developing export markets such as China, joint ventures, business and market expansion, risk management, corporate finance and equity fund raising.
  • Member of the Institute of Directors (NZ) and New Zealand China Trade Association.
  • Current directorships include: QiYiTang (Shanghai) Trading Limited; I Grow New Zealand Limited; HFZT Limited.
  • Currently employed as a senior consultant at MartinJenkins Limited.
  • Considerable experience as an economic development advisor to local government and Council Controlled Organisations including; UNISA; Whangarei; Enterprise Northland; ATEED; Auckland Council; Dunedin City; Waikato. 
  • Involved with Northland and Auckland’s Major Regional Initiatives (marine sector and food innovation respectively) and interests and experience in the food and beverage, forestry, agri-business and mineral sectors.

 

 

JAMES PARSONS

Director

  • Member of the Institute of Directors (NZ) and Strategic Leadership Programme Alumni (Millbrook based leadership programme).

  • Current directorships include: Beef + Lamb New Zealand Limited; New Zealand Meat Board; Pastoral Genomics Ltd, Kaitaia Veterinary Services Inc.; Trevar Ltd (370ha hill country sheep and beef farming business).

  • Significant governance experience and a thorough understanding of the Northland pastoral farming sector and Northland’s economic development potential and needs.

 

 

 

RUSSELL SHAW

Director

  • Infrastructure specialist and asset manager with national and international experience predominantly in utilities e.g. energy/electricity generation and transmission, including renewable energy, but also water and wastewater.

  • Currently employed as Chief Executive of Top Energy Group.

    Member of the Institute of Directors (NZ) and various engineering institutes in New Zealand and United Kingdom.

    Experienced in venture capital and business start-ups, change management, and strategic and operational business reviews.

Northland Intersectoral Forum

 

Initially trained as a lawyer in France, Aurelia spent eight years working for a major multi-domestic defence contractor in the United Kingdom and France where her main activities revolved around the negotiation and management of offset and industrial participation projects with foreign ministries. Aurelia has been working for the Northland Intersectoral Forum (NIF) since August 2010 promoting co-facilitating, sharing knowledge, and seeking out new innovative solutions to problems while working towards common goals.

BRIAN ROBERTS

General Management Tourism Sector I Regional Tourism Organisation I Northland Tourism Development Group

 

Brian has been involved in the tourism marketing arena for thirty-five years, with a business marketing degree from The University of Auckland. The first six years of Brian’s work experience was with Air New Zealand in a number of marketing roles. During the 1980s & 1990s he worked in the marketing departments for major international coach operator, Trans Australian Airlines and also for nine years was Marketing Manager for the United Travel Franchise group in New Zealand which comprised over 130 retail outlets. In 1995 Brian expanded his marketing experience by becoming the first Marketing Manager for Tourism Auckland and was then approached in 1997 to move to Northland in to set-up Destination Northland. During his time in Northland, Brian has represented the New Zealand Regional Tourism Organisations as part of the government’s task force developing New Zealand’s first comprehensive tourism strategy in 2001 and has represented the region on various New Zealand tourism organisation boards.

CHERYL JENSEN

Tourism Domestic Marketing & Conference Assistance

 

After graduating from Birmingham Polytechnic, Cheryl’s career started in London’s competitive advertising agency world. In the late 1980s Cheryl arrived in New Zealand after travelling through India, South East Asia and Australia and fell in love with Godzone. Cheryl’s career in advertising continued in New Zealand as Media Manager at two Auckland agencies working on many high profile accounts. Marriage and two children saw a change in direction, when the Jensen’s bought a 150 acre property in the Bay of Islands and later created and operated an adventure tourism business on the property. Cheryl has been with the Regional Tourism Organisation since late 2007 and is responsible for all aspects of marketing to domestic visitors. This includes pitching story ideas to media, preparing itineraries, hosting visiting journalists, promoting key events. The development of the region’s conference market is in her portfolio as is the coordination of Northland’s participation in conference market events.

DAVID TEMPLETON

Northland Business Grow

 

A born and bred Northlander, David was brought up on the family farm in the Hokianga. After thirteen years working for the Court Division of the Justice Department David was asked to join Baycorp Holdings as their Whangarei Branch Manager. After ten years lifting productivity he was then offered a lucrative franchise opportunity. After running this business for two years David sold and accepted an appointment as a Team Leader at the Whangarei Branch of ACC, within eighteen months taking on the role of Branch Manager. Within two years at the helm, and at the request of the senior management at ACC, he was invited to join the Northland Intersectoral Forum (NIF). Initially David managed a project to increase the effectiveness of frontline service delivery of social services in Northland; with his existing contracts he was given unprecedented access to frontline staff in all central government agencies in Northland. At the conclusion of that contract David was invited by the board of the then Enterprise Northland to manage the Regional Coordination of the Lion Foundation Young Enterprise Scheme and subsequently Education for Enterprise from 2005 to 2010. David was also instrumental in the formation of the Northland Youth Development Trust.

Sarah has twelve years experience in the graphic/web design industry within New Zealand and Australia with seven of those years focusing on tourism. The Northland consumer website, publications such as the Northland Visitor & Trade Guide and Social Media is where her time at Northland Inc is focused. Living on a rural property with her husband and two children, Sarah is passionate about being a Northlander and loves to promote and share her part of the world with would-be visitors. As a foodie, she loves shows like Master Chef, and is never one to pass up the opportunity to visit the major cities for yum-cha and Mexican fare.

STEWART McELWAIN

Project Management I Engineered Wood Products I Explore Northland Minerals I Northland Energy Forum

 

Stewart accumulated some fifteen years in the hospitality industry having worked his way up through the ranks, in later years holding the role of Hotel General Manager in a number of establishments. In 1992 Stewart took up a senior management role at The University of Auckland, completing an eleven year tenure there as Group Manager, Student Affairs and Assistant Director, Student Administration. Stewart joined Enterprise Northland mid-2007 as an Economic Development Officer and in later years has held the role of Project Manager. In this time Stewart has worked on a number of diverse projects, a highlight from late 2009 – 2011 being seconded full time to the Northland Rugby World Cup 2011 Working Group as the Regional Coordinator. Stewart enjoys all that Northland and its handy proximity to Auckland has to offer, particularly the hands-on graft associated with a 26 acre lifestyle block in the Kaipara and the real estate business that he shares with his wife Kaye.

TAMMY FROMONT

Financial Administration

 

Tammy’s first career was in the education sector as a Preschool Teacher and for two years as Youth Minister for the Catholic Church in Whangarei. After her two children were settled in school, Tammy undertook Business Studies which led to two years as Manager of the Students Association at the Northland Polytechnic before joining the regional tourism organisation Destination Northland in 1997. Though her primary role is financial administration and the organisations secretary, she has supported the major regional initiatives and many sector development activities undertaken by the organisation over the last 15 years. Having lived most of her life in Northland and raised two children here she considers Northland her home and being of Māori descent is active at hapu level within her Ngāti Maniapoto Iwi.

TRICIA CUTFORTH

Innovation + R&D

 

Tricia has over twenty years of experience in community and economic development in local and central government and the private sector. Born and bred in Whangarei where her father’s family has been for many generations, Tricia returned to Whangarei to head the Tertiary Education Commission in the mid-1990s before establishing her own consultancy business, Venture Group in 2003. Tricia has an M.A. (1st, The University of Auckland) in Sociology, specialising in community studies, and completed a Masters in Public Management (merit, University of Victoria) focusing changes to contracting in the public sector. Tricia has worked for the Rotorua District, Manukau, Papakura and Wellington City Councils, and has undertaken contract work for many organisations, including government agencies, tertiary education organisations, not-for-profit groups and private companies. She spends as much time as possible at her beach house at Koutu, near Opononi in the South Hokianga, with her three Burmese cats.

WAYNE HUTCHINSON

General Management Economic Development I New Projects I Investment and Growth Fund I Northland Economic Advisory Group I EDANZ

 

Appointed General Manager of Enterprise Northland in February 2011 after working for three years as a Senior Project Officer on various development projects for the Trust. Wayne has a varied background in both public organisations and in business. He has owned and operated a horticulture business in Canterbury and been the CEO of a honey company that was the 2007 Deloitte Fast 50 fastest growing export company in New Zealand. In the public arena he has specialised in economic development since 1993 previously working for Southland District Council and Venture Southland project managing a wide array of projects, mainly in the primary production and added value sectors, the largest being the Topoclimate project from 1999 - 2003. Wayne was a founding member of Economic Development Agencies of New Zealand (EDANZ) and is currently in his second term as a board member. Wayne and wife Anne have a small block at Matarau where they run Arabian horses.
